The owners of the company have been around forever.  They are a small, stable, privately-held, flexible company.  They have a very flexible environment for people who are willing to work hard and don't get pigeon-holed in a narrow field. Employees have a big impact on products.

This newly created position is available due to growth.  The title could be a Junior Electrical Engineer, Electrical Engineer or Senior Electrical Engineer depending on the candidate's skill level.  The company wants in-house employment verses using consultants.  This person will have to opportunity to grow their skills by working with challenging circuit design.  There is some work on the current product line but most would be new product development which is pretty exciting new stuff.  They have to build up their lab so this person would be involved in creating new lab space and specifying and creating tools and methods for their facility. This person will get to work with customers in their manufacturing. They get to be involved with the project from start to finish.  There is a lot of autonomy.  This person could become the Senior Electrical Design Engineer.
